You need it for installation, but if you don’t want to use the interactive stuff that costs money, then no.
According to the sky licence agreement, the box must be connected to an operating phone line for the first 12 months of the contract, however if you intially buy the box outright or second-hand the phone line provisions do not apply. Good Luck!
